SPRING HILL, Kan. (November 11, 2025) — Spring Hill USD 230 leaders reported steady progress Monday on the district’s $60 million bond program, outlining updated timelines, budget estimates and next steps for elementary additions, roof replacements, HVAC improvements and the high school’s upcoming career and technical education expansion.
Director of Operations Marc Williams presented the monthly update, noting that construction fencing is now in place at all three elementary campuses and that future monthly reports will include project photos as work accelerates.
Elementary Additions
The district’s three elementary additions remain on schedule, with a combined current estimate of $12,020,168 — a figure that includes the previously approved bid package and design costs from DLR Group. Williams said the project timelines for each campus were updated Monday afternoon and will be shared with the board in an upcoming weekly update.
A delay in civil permitting is temporarily preventing job-site trailers from being placed on school property, though the district expects the issue to be resolved next week. Crews began work on new sidewalk routing at Spring Hill Elementary on Monday to ensure safe student access during construction.
Roofing Projects
Bids for roof replacement at Spring Hill Elementary and Spring Hill Middle School will open Wednesday, Nov. 12. The project is estimated at $5.725 million, based on September assessments. Garland Roofing, the district’s certified roofing consultant, recently completed contractor site walks and will present recommendations to the board in December.
Williams emphasized that all roofing bidders must be Garland-certified, which he said adds a layer of quality control for the long-term warranty.
HVAC Upgrades
HVAC improvements at Spring Hill Elementary, Spring Hill Middle School and the Early Learning Academy remain projected at $12.415 million. Bid packages are expected to be released in early December, with board action anticipated in January.
High School CTE and Commons Expansion
The most significant bond project — Spring Hill High School’s $20 million CTE addition and $5 million commons expansion — has entered a more detailed design phase. Williams said the design schedule has been extended to provide additional time for planning without delaying the projected start of construction.
District leaders and DLR have toured multiple regional CTE facilities in Gardner and Ottawa, with additional visits planned, to ensure the new space reflects industry best practices. The current working concepts include:
30,000-square-foot CTE addition with approximately 21,200 square feet of usable instructional space.
5,000-square-foot commons expansion to relieve congestion during student transitions.
A second internal hallway connecting the commons to the CTE wing to reduce bottlenecks.
Dedicated areas for culinary, carpentry, engineering/robotics and agriculture programs.
Reconfigured existing classrooms to support additional programming, including aviation and drone technology.
Williams stressed that programming decisions are still under review and that some room labels in the draft layouts are placeholders. The district plans to prioritize spaces where enrollment and workforce trends show the greatest need.
Overall Bond Schedule
The district’s updated bond schedule shows major bid cycles for high school projects in May and June 2026, while elementary, roof and HVAC work continues to move forward in phases throughout the current school year.
Williams told board members that despite minor permitting delays, the bond program remains on budget and aligned to projected timelines.
