SPRING HILL, Kan. (Oct. 13, 2025) — Director of Operations Marc Williams and representatives from DLR Group and Newkirk Novak Construction presented the district’s latest Bond 2025 implementation update, reporting that construction on the three elementary additions is expected to begin in Fall/Winter 2025.
Williams said bid openings for the elementary projects would take place Oct. 15 at the district office, with recommendations to be presented at the Oct. 27 board meeting for approval. Once bids are finalized, the district will have updated budget figures and construction schedules.
He noted that roofing replacements for Spring Hill Elementary and Spring Hill Middle School will use a Garland Roofing three-layer system with a 30-year warranty. The project is insurance-approved.
HVAC replacements for Spring Hill Elementary, Spring Hill Middle, and the Early Learning Academy are estimated at $12.4 million—slightly over the original $12 million bond budget but down considerably from initial estimates. Spencer and Ben from Newkirk Novak explained that design refinements and system efficiencies brought costs closer to budget without reducing scope. The new variable-air-volume rooftop system will match those in the district’s newer schools and is expected to provide long-term reliability. Installation is planned for summer 2026 to coincide with the roofing work.
Williams said the district is finalizing logistics for the elementary additions, including presentations to families during school book fairs to answer questions and share construction diagrams. The City of Spring Hill has approved the projects, and city reviews are underway for Prairie Creek and Timber Sage elementary schools through Olathe’s planning commission.
The high school Career and Technical Education (CTE) and Commons expansion is in early design, with DLR Group conducting staff meetings to refine programming and space needs. The $25 million project—$20 million in construction and $5 million in soft costs—includes a 30,000-square-foot CTE addition and 5,000 square feet of new Commons space, along with interior remodels. Administrators and architects are studying hallway congestion and traffic flow to ensure the new layout alleviates crowding and accommodates future growth. Groundbreaking is targeted for summer 2026.
Board members commended district staff, architects, and construction partners for progress and collaboration. Williams added that updated contracts for DLR Group reflecting corrected cost estimates for each project would be submitted at the Oct. 27 meeting.
