Bond 2025 Update

SPRING HILL, Kan. (September 8, 2025) — Executive Director of Operations Marc Williams provided an extensive update on Spring Hill USD 230’s $60 million Bond 2025 program during Monday’s board meeting, outlining bid schedules, construction logistics and projected capacity gains across the district’s elementary schools.

Williams said the district remains on schedule with its three elementary additions—at Spring Hill Elementary, Timber Sage Elementary and Prairie Creek Elementary—budgeted at $16 million. The combined estimate for the additions is $15.8 million, with additional projects for HVAC and roofing upgrades progressing as planned. Contractor bids for those mechanical projects are expected in the coming weeks.

Bidding and Construction Timeline

Architect Newkirk Novak and engineer DLR Group continue to advance project documents and prepare for fall bidding. Construction documents are due Sept. 16 and will be issued for bid the same day. A pre-bid meeting with contractors is scheduled for Sept. 25 at 3 p.m. in the district office. Sealed bids will be opened Oct. 14, followed by recommendation packets to the district Oct. 21 and a board presentation for approval Oct. 27. If approved, construction is slated to begin in November.

At the high school, DLR Group will hold an Oct. 2 kick-off meeting for design work on the new Career and Technical Education (CTE) wing and commons expansion. Teacher and staff engagement sessions will follow later in the process.

Site Logistics and Safety Planning

Williams reviewed detailed logistics maps for each elementary campus, developed with input from principals and city officials to minimize traffic and safety impacts during construction. At Spring Hill Elementary, fencing will be installed along South Street but sidewalks will remain open for before- and after-school walkers. A new sidewalk will be built to provide safe playground access during the project.

At Timber Sage Elementary, construction staging will occur on the east side near the lesser-used pickup loop, and at Prairie Creek Elementary, fencing on the south side will temporarily remove about 10 parking spaces. District staff will help direct traffic during the first days of construction. Each principal will host parent meetings in October to review site-specific logistics and safety procedures.

Capacity and Neighborhood Impact

Williams said the three additions will each provide four new general-education classrooms and two small instructional rooms—adding roughly 88 student seats per school and raising individual capacities to about 572 students. The projects aim to relieve crowding anticipated by 2027 based on prior enrollment projections from DLR Group and RSP & Associates.

Per City of Olathe permitting requirements, the district will host informational meetings Sept. 22 for residents living near Timber Sage and Prairie Creek to discuss construction impacts. Board members also suggested coordinating with neighborhood HOAs to communicate parking and event-day changes.

Next Steps

Williams expects HVAC and roof replacement cost estimates soon and plans to bring both Newkirk Novak and DLR representatives to the October board meetings for progress updates and bid approvals. Construction of the elementary additions is scheduled to run from November 2025 through the end of the 2025-26 school year, with new classrooms opening for students in fall 2026
