Budget Hearing

The meeting opened with a required public hearing regarding the district's amended 2025-26 budget.

Director of Business and Finance Nathan Holder explained the amendment was necessary after the Kansas State Department of Education directed the district to move approximately $2 million in virtual school special education expenditures into the Special Education Fund to accurately reflect those services. The amendment does not increase district spending or change the tax rate. Instead, it reallocates existing expenditures between budget funds to comply with state accounting requirements.

No public comments were received during the hearing.

Consent Agenda Approved

The board unanimously approved the consent agenda, which included:

  • Previous meeting minutes

  • Clerk's and treasurer's reports

  • Payroll and claims

  • Personnel recommendations

  • Renewal of TypingClub for grades 3-12

  • Purchase of HMH supplemental grammar practice workbooks

  • Contingent contracts with LaserWorks

  • Approval of the 2026-27 student handbooks and Code of Conduct

  • Contracts with Cornerstones of Care

Good News Recognition

The board recognized Spring Hill High School student Kinsley Rodden for her accomplishments in powerlifting and Olympic weightlifting.

Among her achievements:

  • 2025 Kansas Class 5A State Powerlifting Champion

  • Kansas state clean record holder at 235 pounds

  • 2025 KMBC Hy-Vee Athlete of the Week

  • Bronze medalist at the 2025 Youth Pan American Championships

  • Member of Team USA for international competitions in Ecuador, Mexico and upcoming competitions in Colombia and Ecuador

  • Ranked among the nation's top 25 Olympic weightlifters under age 20

Board members congratulated Rodden on representing Spring Hill Schools at the state, national and international levels.

Bond 2025 Construction Update

District leaders provided an update on projects funded through the Building Opportunity Bond.

Elementary Additions

Construction at all three elementary schools continues to progress and remains on schedule for completion in mid-July.

Spring Hill Elementary

  • Final painting, ceiling installation and classroom casework are complete.

  • Playground railings and basketball goals have been installed.

  • Flooring installation was temporarily delayed because of humidity.

  • Electrical service was temporarily disconnected during an Evergy transformer replacement supporting the new HVAC system.

Prairie Creek Elementary

  • Sidewalks around the addition have been poured.

  • Landscaping work has begun.

  • Ceiling tile installation, painting and classroom cabinetry continue.

Timber Sage Elementary

  • Exterior masonry is complete.

  • Windows have been installed.

  • Interior drywall, ceiling grid installation and restroom flooring continue.

District officials reported classroom furniture deliveries have begun, with remaining deliveries expected during the week.

HVAC Projects

The HVAC replacement projects at Spring Hill Elementary and Spring Hill Middle School remain on schedule.

Updates included:

  • Remaining elementary contingency funds total approximately $894,000.

  • HVAC units at Spring Hill Elementary Learning Academy are scheduled for replacement after the Fourth of July.

  • Spring Hill Elementary's electrical transformer replacement is underway.

  • Spring Hill Middle School's transformer replacement is expected to require only a one-day electrical shutdown.

Board members also discussed plans to rebalance HVAC systems after students return to ensure classrooms perform properly under normal occupancy.

Spring Hill High School CTE Addition

District staff reported construction fencing is expected to be installed following final city permitting.

Utility relocations, including fiber infrastructure, are scheduled for early July to prepare the construction site.

Spring Hill High School CTE Addition Bid Recommendation

Representatives from Newkirk Novak presented the construction bid results for the combined CTE addition and commons expansion.

Highlights included:

  • Construction bid: $19.781 million

  • Total project budget: $25 million

  • Current projected total project cost: approximately $24.2 million

  • Approximately $800,000 under budget

Project representatives credited competitive bidding and strong contractor interest for favorable pricing.

Novel Adoption Procedures

The Teaching and Learning Department introduced a new procedure for adopting classroom novels for grades 6-12.

The proposed process establishes a consistent review procedure focused on:

  • Text complexity

  • Grade-level appropriateness

  • Instructional value

  • Sensitive content

  • Parent transparency

  • Alternative instructional options for students who opt out

District administrators explained the procedures are intended specifically for instructional novels used in classrooms and align with the district's existing instructional resource adoption procedures.

Board members discussed integrating the process into existing instructional material procedures to improve clarity and transparency.

No board action was taken during the presentation.

Follett Resource Manager

District leaders presented Follett Resource Manager, a proposed inventory management system designed to improve tracking of instructional materials and specialized educational equipment.

The system would allow staff to:

  • Barcode instructional resources

  • Track classroom and special education materials

  • Monitor equipment usage and life cycles

  • Improve inventory accuracy

  • Reduce duplicate purchases

  • Better manage grant-funded materials

Administrators said implementation would begin after purchase, with training during the fall and districtwide inventory work beginning in early 2027.

Board members discussed how the system compares with existing district asset management software and the importance of minimizing duplicate inventory systems.

No action was taken during the presentation.

Finance Report

Holder presented the May financial report and reviewed preliminary assessed valuation information received from Johnson County.

Highlights included:

  • June will reflect final state payments and year-end activity.

  • Bond investments continue to generate strong returns.

  • Nutrition Services and Special Reserve funds remain financially healthy.

  • Johnson County's overall assessed valuation increased by approximately 7.6 percent, while Miami County's increased by approximately 2.4 percent.

  • Overall district assessed valuation increased approximately 6.9 percent for General, Supplemental General and Bond and Interest funds.

  • Capital Outlay assessed valuation increased by approximately 10.8 percent.

Holder explained that assessed valuation growth was lower than originally projected because a major commercial property began receiving a tax abatement, reducing taxable valuation for several funds while leaving Capital Outlay unaffected.

He also noted that the district remains above the revenue-neutral rate, but by a smaller margin than the previous year due to slower assessed valuation growth.

Board Action

The board unanimously approved:

  • Construction bids totaling approximately $19.781 million for the Spring Hill High School CTE addition and commons expansion.

  • The 2027-28 district calendar, after amending the first day of school from a half day to a two-hour early release. The final day of school remains a half day.

  • The amended 2025-26 district budget following the public hearing.

Superintendent Report

Superintendent Dr. Link Luttrell thanked district employees for their work throughout the summer, highlighting custodial, maintenance and operations staff for preparing buildings while bond construction projects continue.

He also recognized coaches and students participating in summer workouts and activities and thanked district leaders, principals, staff, parents and students for their continued work preparing for the upcoming school year.

Luttrell said district performance continues to demonstrate a strong return on investment and reflects the district's commitment to excellence every day.

Executive Session

The board entered executive session to discuss personnel matters involving nonelected personnel. No action was taken following the executive session.
