Overall Summary

Good News, Recognitions, and Announcements
Anna Hughes, Activities Administrative Assistant at Spring Hill High School, received a Core Value Award for her exemplary work supporting students, staff, and athletic programs.
Bond Progress and Planning Update
Executive Director of Operations Marc Williams and Director of Facilities Kyley Delphia presented a bond update covering timelines, budgets, logistics, and capacity planning. Discussion included tornado shelter requirements in new additions and updated evacuation routes during construction. Safety measures for contractors — such as helmet identification numbers and signed protocols — were outlined to improve accountability.
Two-Way Radio Purchase Recommendation
Administration reviewed proposals for a districtwide two-way radio system. Two bids were received:
KA-Comm, Inc.: $103,076.30
TFMComm, Inc.: $78,465.00
A recommendation to approve the TFMComm bid will be presented at the Sept. 22 meeting.
Action Items
Revenue Neutral Rate Resolution 26-07 – Approved unanimously. (Anna Baker not present.)
Agenda Approval – Approved, with removal of two budget-related action items. Vote was 4-2.
Consent Agenda (Items 9.01–9.05) – Multiple items were approved unanimously, including:

Approval of minutes from June 23 and Aug. 25
Personnel changes (appointments and resignations)
Teacher-requested supplemental IXL ELA materials for grades 3–4 at Dayton Creek Elementary
Renewal of the Lake Mary Inc. contract for special education services
Crisis Management Plan 2025–26 – Approved unanimously following its Aug. 25 overview.
Superintendent’s Report
Dr. Link Luttrell reported that:
Enrollment for K–12 stands at 4,038, up about 70 students from last year, though slightly under projections.
Traffic safety coordination with local cities has improved traffic flow near schools.
Late Start Wednesdays for professional learning communities resumed Sept. 10, supporting data-driven academic improvement.
Spring Hill High School was recently ranked 17th in Kansas by U.S. News & World Report, placing it in the 95th percentile statewide and 82nd percentile nationally. Dr. Luttrell emphasized that the recognition reflects the district’s strategic planning, staff dedication, and student achievement.
A Community Safety Summit will be held Oct. 7, 2025, at the District Administrative Center to strengthen campus safety efforts.
Board Member Reports
Board members highlighted first-day-of-school visits, praised student and community engagement, and raised items for future discussion, including class size considerations, city and county collaboration on school access, and an update on the district’s solar array efficiency.
Executive Session
The board entered executive session multiple times to discuss personnel matters of non-elected personnel under KOMA. No action was taken upon return to open session.
